As an Admin, can we create a set of universal components that then each user can access?

Yes. You can create PitchMaps (as templates for Sales folks) as well as Model Pitches, which cannot be sent out but need to be duplicated and personalised by individual salespeople. You can also enable a Pitch sent by an individual for Team use. In which case, this becomes available to the whole team (say one pitch is performing well, and you want the rest of your team to adopt it).

As Admin, you can also create Public Links for open sharing as links or as embeds as well as CampaignLinks for Mass outreach campaigns.
